Accommodation regulations on administration for GDUF international students

 1.Administrative Measures for GDUF international students

  This regulations on administration is established according to the dormitory rules of GDUF students combined with the reality of the managements to the students. Students must obey the dormitory rules and these regulations during the period of accommodation at school.

 (1)Boarders must sign the accommodation agreement.

 (2)Boarders should accommodate according to the designated building, room and the bed. No one is allowed to check in the students dormitories or change the room or the bed without permission of the office of regulatory affairs of the institute of international education which will not offer extra rooms for the family members of the students like a couple or their children.

 (3)Boarders is responsible to pay the residential charges as well as the utility bills on time periodically.

 (4)Boarders are not allowed to bestow students from other dormitories, including females. Visitors should go to the dormitory management department for registration when they pay for a visit and they are not allowed to stay at the dormitories after 23 P.M. Sanctions would be given according to the severity of the violators.

 (5)The key to the door should be safely kept and students ought to report to the administrative staff if the keys are missing. Whats more, neither students are allowed to make a key to the room outside privately nor padlock the door or change the lock.

 (6)Facilities and furniture inside the dormitories are ancillary use which can not be refitted or abandoned outside the room. Borrowing formalities should be completed when students apply for accommodating and return the facilities and furniture back to the administrative staff, and the facilities would be checked once a semester which should be compensated according to the cost if any damage or loss occur.

 (7)Take care of the personal belongings and close the door behind you every time you leave the room, and try not to deposit valuables or a big amount of cash in the room.

 (8)Illegal activities like intemperance, gambling in group, taking drugs, fighting and brawling are strictly prohibited. Violators would be given sanctions or even sent over to the police according to the severity.

 (9)Boarders should preserve the safety of the dormitories consciously, enhancing the awareness of safety as well as legal sense, improving prevention ability, self-management skills and self-rescuing ability.

 (10)If any fire alarm or fire hazard are found,boarders should call the police and evacuate the scene in time. And if any crown or public security cases occur, borders should secure the scene and report to the security department and the dormitory management department in time and assist in handling.

 (11)The declaration of infectious diseases would be implemented in the dormitories. Patients with infectious diseases stipulated in the Law on the prevention and treatment of infectious diseases of the PRC should report to the office of regulatory affairs and the administrative staff in time. If any potential patients of infectious diseases are notices by other students, relative staff should be timely informed. The infectious victims, the suspected infectious victims and pathogen carrier should follow the instruction of infirmary of school before healing or the suspicion being excluded and actively cooperate with relative adjustments and arrangements of the dormitories.

 (12)Boarders have the responsibility to maintain the public environment consciously, jointly creating a civilized, clean and tidy and ordered accommodation environment. Garbage should be poured into the trash can directly, bagged garbage and hazardous waste should be brought to the designated garbage site.

 (13)Animals and pets feeding and raising are prohibited in the dormitories.

 (14)Boarders should respect others form different countries and cannot discriminate and denigrate different customs and religious belief. Religious activities or others like encouraging the spread of propagandizing and information which violates Chinese laws are prohibited in dormitories and other public areas.

 (15)Business deals and other relative activities can not be engaged in the dormitories. No students, units and groups are allowed to engage in pyramid sales, operational activities and any chargeable activities inside dormitories without permission of the dormitory management department. When engaging in non-operational activities, students can paste posters at the designated places after getting the permission of the dormitory management department.

 (16)Boarders should take care of the public facilities and properly use the water and electricity facilities, doors and windows, glass, furniture, telephone and other facilities inside the dormitories.

(17)Furniture for personal use should be taken care of by the user himself and for the public use furniture, they should be taken care of mutually. In terms of the uniformly configured furniture, students are not allowed to onward lent to others or to move owned facilities into the dormitories privately, or to demount, move, damage, abandon the furniture and facilities inside the dormitories without the permission of dormitory management department.

(18)The dormitory management department would make a nonscheduled  check and of the public facilities commissioned by school and repair the broken. If any damage or loss of the facilities occur, students should request for repair to the duty room in time. In terms of the man-made damage or loss, students should compensate according to the cost-- the one whos responsible to this is supposed to pay the repair bills at his own risk.

(19)Boarders should pay attention to the electrical safety. The uniformly configured electric appliance in the dormitories can not be repaired or removed privately and the consequence resulted from the misuse of the electric appliance should be undertaken by the boarder. Boarders should buy and use authenticated electric appliance made out of formal manufacturers. The administrative staff have rights to restrain illegal use of electricity.

(20)Electricity appliance like electric stove, electric cup, electric iron, electric bar and electrically heated bedding are not allowed to use. Besides, electronic wires can not be joined privately and simmering and cooking are also prohibited.

(21)Boarders should hew to stipulations including the institutional regulations, administrative measures and the accommodation agreement and scrupulously abide by the civilized pledge. Violators would be called to account according to the relative stipulations of school, even to investigate the corresponding economic and legal abilities.

(22)Related departments of school have rights to stop behaviors listing below and impose a criticism or disciplinary punishment or even the legal liability according to the severity.  

{1}The act of influencing public order

[1] Refuse to cooperate with school to proceed the sanitary inspection, disciplinary inspection and security inspection.

[2] Litter inside or outside the building or pour sewage into trash can.

[3] Scrawl on the wall or in the corridor, or paste and spread posters and leaflets.

[4] Decorate the dormitories arbitrarily, or bore or chisel a hole with an iron nail in the wall

[5] Move or dismount the furniture and facilities privately

[6] Install high-power electronic appliance privately

[7] Keep pets

[8] Severe waste of pubic water and electricity use

[9] Criminal activities like intemperance, gambling, whoring, taking drugs, etc.

[10] Other activities that would affect the public environment and orders

    {2}Actions that affect security

    [1] Join private internet cables or telephone wires and adjust the water and electric meters

    [2]Stack bicycles in the corridor, fire engine access, dormitories and the balcony as well as littering garbage.

    [3]Climb the doors and windows, handrails and the attic.

    [4]To make a key to the door privately, to change the lock of the door, or lend the keys to the other.

    [5]To change another dormitory or bed and occupy the empty beds, to sublease the berth to the others.

    [6]Violate the stipulations of access control.

    [7]Store flammable and explosive stuff

    [8]Use high-power electrical appliance like electric stove, electric food warmer and electric heaters.

    [9]Cook in the dormitories.

    [10]Other actions that would affect the public safety.

    {3}Uncivilized behaviour which would affect others study and rest

    [1]Make a racket or noise during reviewing study and sleeping.

    [2]Dont pay too much attention to volume control when making a phone call or listening to a radio.

    [3]discrimination on others.

    [4]Violate related conditions of the accommodation agreement for GDUF international students.

    [5]Other behaviour which violates methods of dormitory management.

    (23)If boarders violate dormitory management conditions or the accommodation agreement incorrigibly, dormitory management department have rights to disqualify the students accommodation. The incorrigible student will not be allowed to re-register check-in after he promises to obey the rules and stipulations, combined with the permission of office of regulatory affairs of international students.

    (24)Based on the consideration of safety, orders, and necessary maintainence, related staff have rights to enter and check the dormitories.

    (25)Institute of international education and dormitory management department have the final interpretation on these regulations.

2. Managerial methods of Off-Campus Housing of GDUF international students

(1) International students usually board at school. If its necessary to live outside the school, the student should apply to the Institute of international education fist and go through the formalities according to the stipulations of the police exit&entry administration bureau.

(2) Following preparations should be made if applied to live outside school

[1] Students who rent a private house should provide a lease contract.

[2] Students who rent a hotel or an apartment should provide residence time-limit certificate issued by the property department of the rented hotel or department.

[3] Students lodged in the relatives:

{1}Provide related files(name, address, relationship with the warrantee and valid documentation) of the surety.

{2}Surety should sign up a written warranty with the warrantee and promises to allow warrantee to accommodate at his place and take the related legal responsibility.

(3) Go through the off-campus housing registration formalities

[1] To submit the application form of the off-campus housing of GDUF international students to the office of regulatory affairs first and provide related material like a lease contract for verification. Students are not allowed to live outside school until they get the permission of the Institute of International Education.

[2] Students should go to a local police station to fill in the form of the temporary residence registration for overseas personals within 24 hours after check-in.

[3] Hand over the form to the Institute international education to be examined and archive a copy of the form. Contact information like home telephone or cellphone should also be registered.

[4] For those who change the off-campus housing address, formalities mentioned above should be re-applied.

(4) Students who live outside school must hew to the Chinese laws and regulations. Dont engage in activities which would violate the safety of China and related security regulations.

(5) Institute of International Education would make a non-scheduled check to the students who live outside school cooperating with the public security department. And Students should be well-cooperated and can not impose unreasonable obstructions or refuse to be visited.

(6) If emergencies break out when living outside, students should report to the police and related staff of Institute of international education in time and coordinate with them.

(7) Students who live outside should take responsibilities to personal and property safety. Whats more, any emergencies should be handled at students own risk, which is unrelated to school--the school would be irresponsible to it.

(8) Institute of International Education and the Dormitory Management Department have the final interpretation to these methods.
